The project includes the development of a design concept, a project and the development of plots no. 3526 and 3525 in the close vicinity of the Chełmec School Complex, a sports complex consisting of an ice rink, a swimming pool, sports fields, playgrounds and an outdoor gym. The object of the project is complementing existing facilities with a park area with an amphitheatre and a cultural object with a small astronomical observatory. The park area is to be managed by planting greenery and building park infrastructure in the form of alleys and bicycle paths, benches, garbage bins and lighting. In this form, the area will play a cultural role together with the planned amphitheatre, as well as education especially in the case of the construction of an astronomical observatory.The main elements of the project are: 1. reconstruction of public space with the construction of an outdoor amphitheater with facilities and space for the stage; as regards the transformation of the public space, existing roads will also be reconstructed, allowing access to the infrastructure created;2. the construction of a building of a cultural object containing the necessary spaces for the cultural activities of the commune, the Municipal Culture Centre and non-governmental organisations from the municipal area: meeting space multifunctional audiovisual hall with equipment, exhibition space; small astronomical observatory on the last floor, with equipment.In the same building there will be commercial functions that perfectly complement the possibilities of organising cultural events: recreational space designed for bowling alleys, consumer space and hotel rooms, this part constitutes costs ineligible in proportion to the area of these functions, less eligible costs compared to the total cost of construction from the estimate.
