The subject of the project is the extension and construction of ul. Zawadzkia in Łomża with the construction of technical infrastructure and removal of collisions with existing armaments of the area. The main objective is to increase the transport accessibility of the region in road traffic, by extending the district road No 2608B (connecting DW679 with DK63 and 61), complementing the gap in cross-border connections. The project shall include the following tasks: execution of technical documentation, land purchase, road, electrical, sanitary and teletechnical works (industrial robots for collisions). Main target groups: residents of the City of Lomża (approx. 62,7 thousand people); economic operators located in the city and region; tourists, GDDKiA. Ul.Zawadzka supports a very large number of objects with mobility potential (19 publ. institutions and 619 gosp activities. — Annex 15 List of mobility potentials). The project assumes the achievement of output indicators (targets for 2018): total length of reconstructed or upgraded roads (CI 14)-0,43 km; length of reconstructed district roads – 0,43 km; number of road safety improvement projects -1 pcs, total length of new roads (CI 13)- 1.03 km. The project is not included in revenue-generating projects. The total value of the project is PLN 23,069 254.38, including the eligible edition: 17 719 673,52 PLN, co-financing (up to 85 %): 15 061 722,40 PLN. The City of Łomża is not able to recover VAT in the amount of PLN 2,982,091.40 (qualified VAT – justification is presented in Appendix 8 Statement on the eligibility of VAT). The financial analysis results in performance indicators: FNPV/C = – PLN 21,587,712.25; FRR/C = -8,56 %. The project generates social and economic benefits, indicator B/C >1, ENPV/C >0, ERR/C>4.5 %, which demonstrates that it should be implemented from a public perspective.
