The subject of the project is the modernisation of four public utility buildings with important functions in the public and social life of the commune (self-government Preschool in Chmielnik, Building in Sędziejowice(building + gymnastics room), Miejsko – Municipal Social Assistance Centre in Chmielnik, Gymnasium building in Chmielnik (building + connection + gymnastics hall). The project will contribute to improving energy efficiency; the rational use of energy; reduce seasonal heat loss by individual buildings. In order to achieve the objectives, the following actions will be taken: warming of facilities, replacement of windows, external doors and lighting for energy-efficient, refurbishing heating systems, ventilation systems, water and sewage systems which constitute an integral system of internal installation, the exchange of heat source in 2 buildings by removing the boiler room into solid fuel and installing boilers for gas, the installation of cooling systems, including from greenhouse gases and from RES, etc. This entails higher costs for the operation and maintenance of establishments, which play a major role in the public life of the municipality. Increasing energy efficiency, which combines economic and social objectives, will further contribute to the decarbonisation of the economy.The project is implemented in a degraded area and revitalisation area and is indicated in the Regeneration Programme for the Municipality of Chmielnik for the years 2016-2020 as an undertaking to achieve the objectives of revitalisation (Resolution No XXXIV/291/2017 of the City Council in Chmielnik of 29 May 2017). The task also stems from the Low-Emission Economy Plan for the Municipality of Chmielnik for the years 2015-2020 (Resolution No XXIV/214/2016 of the City Council in Chmielnik of 15 September 2016) together with Annex.
