The Departmental Council of Eure-et-Loir initiated a Very High Debit diagnosis of its territory at the end of 2009. In 2011, the Departmental Assembly unanimously voted to update the Eure-et-Loir SDTAN, whose guiding objectives are as follows: — Avoid a digital divide between rural areas and those more urbanised or located in Francilian fringes, – To provide 100 % of Eurelian professionals and households with access to an Internet network with a minimum speed of 10 Mbits/s, 90 % of which from 2020 onwards. Like the national targets, which are set out in the France Très haute débit plan, the objective of the department’s very high-speed development by 2020 is to cover 78 % of the population of fibre optic to subscribers (FttH) (of which 39 % by private initiative). The FttH network deployed as part of the operation covered by the present application for funding is a phase, autonomous and technically independent of a more global network deployed by Eure-et-Loir Numérique over the period 2013-2022 – and which includes other non-eligible FttH deployments, as well as flow-up operations in the most rural areas (starting on the EAFRD).
