The national regional fund programme will promote cooperation between regions and act as a learning platform for cooperation between regional and national initiatives. The aim is, among other things, to achieve synergies and to avoid overlaps. Within the framework of Action Area 3 (supporting the transition to a low-carbon economy in all sectors), there is an opportunity for activities of process-dependent nature directed primarily to the efforts of the eight regional Structural Fund programmes. This should be designed as a national competence and method support, including the Swedish Energy Agency and the Swedish Agency for Economic and Regional Growth. The project is a collaborative project where the Swedish Energy Agency is the beneficiary and Tillväxtverket is a collaboration partner. The efforts will support the implementation of the regional fund programmes within thematic objective 4 and aims to increase cooperation and coordination between regions and between regional and national levels. This should be achieved by strengthening the capacity of project-generating and decision-making actors in order to develop qualitative projects in competition, but also by creating incentives and learning environments to connect efforts and create synergies and avoid overlaps between the prgram’s efforts. The primary target groups are Tillväxtverket’s regional offices, project owners, assessors, regional growth managers and members of the regional Structural Fund partnerships. Indirectly, companies also become the target group for the project. The implementation will take place in four work packages (AP) AP1 Mapping: The regional and national projects granted within the framework of the regional funds will be mapped continuously. AP2 thematicisation: The surveyed efforts will be thematised based on the appropriate division. AP1 and AP2 will be compiled on public websites. AP3 Project Leader Network Meetings: Based on the thematic, project managers will be offered network meetings 2ggr/year/theme AP4 dissemination activities: Results and lessons learned from completed projects will be disseminated through conferences in the thematic areas. Activities for disseminating knowledge about low-carbon economy and energy efficiency aimed at idea carriers and case officers will also be implemented.
