Access to broadband and the Internet is a prerequisite for economic, sustainable and social development. The Government’s starting point is that Sweden should have a world-class broadband network. An important target set in the national broadband strategy is that by 2020, 90 % of all households and businesses should have access to broadband of at least 100 Mbps. Västernorrland has prepared a joint regional effort to realise a fully expanded digital infrastructure and reach the government’s broadband targets. The overall objectives of this project are to: — 90 % of all companies in Västernorrland County in 2020 have access to broadband of at least 100 Mbps. – There is an open, robust and operator-neutral network between all municipalities in Västernorrland County in 2020. — All permanent public establishments in Västernorrland County have access to broadband of at least 100 Mbps in 2020. The objectives of the subprojects in the collaborative projects are to: — local networks were built in all of the county’s 7 municipalities. — Networks built meet all regulatory and quality requirements set by SSNf. — built networks are redundant, open, robust and accessible – villages and towns that have/or will build an area network have (if possible) connected to the high quality local network. The objectives of the collaborative project are to: — The implementation of the sub-projects has taken place in great cooperation between the parties. — The expansion of broadband has taken place in prioritised locations. — To influence and facilitate a number of operational areas that have a direct link to strengthening broadband expansion in the county through regional collaboration. Coordination will take place with expansion of the acess networks financed by the Rural Development Programme. However, clearly defined in the financial accountability to distinguish the various fund financings.
