Feasibility study on the role of Dalarna University in the regional innovation system

This feasibility study intends to develop a proposal for the development work that needs to be done at the University in order to become an even more active part of the regional innovation system, where a Quadruple helix constellation is the target. The proposal of the pilot study shall describe the university’s current ability and need for development to create the capacity required to conduct educational and research environments in collaboration that clearly contributes to innovations and to the development of regional business in Dalarna. The role of the university in the region to address the societal challenges of the future as they are actualised must also be clarified. The most important purpose of the feasibility study is to provide an overall picture of how the University today collaborates with SME, and to give suggestions on how the University can work to be a clearer part of the regional innovation support system with Dalarna’s SME as a target group. Depending on the results of the feasibility study, an implementation project may start in autumn 2018 and last approximately one academic year, 2018-09-01-2018-06-30. This is likely to involve a number of different initiatives that will need to be made to develop the collaboration work and the working methods at Dalarna University. Based on the University’s work on “coordinated academic environments”, a large part of the practical collaboration work will then be carried out by the University’s staff at the three different academies. An implementation project should involve both educational initiatives and meetings between the University’s staff and other actors in the innovation system to establish new structures. The regional business sector’s participation in the implementation The feasibility study will be carried out in the form of a survey of the role Dalarna University can take in the regional innovation system. In this work, the regional business sector, i.e. parties in the innovation system in Dalarna, will be involved through a variety of activities such as dialogue and workshops. Furthermore, the project will present proposals on how the business community, both through existing cluster organisations and individual actors, will be able to gain access to the knowledge available at the University, this will take place in direct dialogue with representatives from industry. Methodology The implementation of the feasibility study includes Dalarna University. The activities included in the feasibility study are shown as below. Mapping work: 1. Compilation of earlier surveys of Dalarna’s innovation system and the University’s external contacts. 2. Update of the survey of the University’s external contacts and position in the regional and global innovation systems with clarification of the University’s position and role both as an innovation actor and as a supporting actor. Communication/dispersion: 3. Visualise the current situation in a pedagogical organisational schedule that supports the University’s work with collaboration. This work is integrated with the University’s ongoing mapping of the University’s governing processes. Consultation/workshops: 4. Conduct consultations and workshops with the University’s research profiles and centres to discuss the needs and opportunities for stable and long-term collaboration work. Formulate the application for implementation: 5. Compile and analyse the consultation conclusions in a proposal that analyses the university’s role in the regional innovation system and proposes further development work. Of particular importance is the relationship with Dalarna Science Park. Expected results, sir. A feasibility study that provides clear guidance on what measures the University should prioritise in order to take a more active role in Dalarna’s innovation system. Based on this, an evetual implementation project may begin in autumn 2018.
