One problem is that several regional actors so.a.s. compete for the same funds instead of cooperating. The work will be short-term based on the funding available and overall objectives will be subordinated instead of governing. When efforts are not directed towards areas of need, public resources are used potentially ineffective and we get a smaller transition¿for money. The overall goal of the project is to coordinate, streamline and structure regional energy and climate work. The project goal is to create a regional platform for efficient project management with an organizational so-called portfolio owner for each area based on the priority areas of the new regional energy and climate strategy. Climate change and limiting greenhouse gas emissions in different sectors is one of the greatest challenges of our time and therefore even more important that the efforts and projects implemented are both accurate and cost-effective. Accurate means, for example, that the right target group is reached with the right method. The project will develop methods and criteria for follow-up and evaluation, which through a digital platform identifies successful efforts for development and for further impact recovery. A structured follow-up enables to identify the gap between the current situation and goals, which creates the conditions for acting proactively and prioritising resources right to achieve the regional energy and climate goals. At the end of the project, all structures must be in place and have been implemented in the regular work as part of the regional strategic energy and climate work. The goal is for regional actors to use the content of the platform as a basis for directing their own investments and initiatives right in all areas of action. A clear gap provides a basis for new initiatives.
