E-service development in collaboration

The overall goal of the project is that the municipality’s services and the exercise of public authority should be offered smartly via relevant, simple and accessible digital services. Municipalities succeed in producing and offering e-services to all residents of the regions, regardless of their background. The project’s interim goal is to develop e-services based on a user need, it is important that these services have high availability and usability. Once the services have been activated, they will contribute to a more efficient business process. The project has been anchored in 16 municipalities where Skellefteå municipality has been the driving force in the project and the other municipalities have joined the e-service collaboration. There is an overall national goal for Sweden’s municipalities and county councils (create a simple everyday life for private individuals) that is used to link the project to the national strategy. Expected effects are in the short term to create at least 60 new e-services that will be available for the collaborative municipalities. In order for the e-services to suit the target groups, the project has developed a development process that is divided into 4 phases: needs analysis, development and business development, launch and communication as well as marketing and follow-up. Expected long-term effects are that municipal e-services will be an important part of reducing the costs of well-being without reducing quality. The project will contribute to a digital transformation in society, where everyone has access to the same services.
