Region Gotland has laid the foundation for a digital urban planning process through the project Disa, Digital Civil Engineering. Now they want to take the next step in their digitalisation journey and build on previous work by developing new services that make it easier for users in their contact with the Region. In a feasibility study co-financed by the European Regional Fund, companies, residents and visitors have been asked to describe their greatest need for such services. The needs have been consistent and points to three distinct areas for improvement: Digital case management, Digital piloting and Digital participation. The customer wants to do right, but feels great uncertainty in case management, which gives many questions and hinders the pace of establishment. Applications and issues in the field of civil engineering are often complex with many legal requirements. In addition, most customers handle these only once or in a few times in their lives. This places high demands on intelligibility and information that is consistent, clear and accurate. Companies, residents and visitors want to influence urban planning, but do not know how or when they can participate. Regional business requires a fully digital case management for clarity and transparency that matches the digital journey they have undergone in recent years – at present Region Gotland is far behind in relation to the digital services provided. To meet these needs, the project will develop and implement 3 digital solutions that contribute to more transparent and efficient case management, clear and accessible information and increased participation in community planning for companies, residents and visitors. The project has a clear user perspective and is carried out in close cooperation with companies, residents and visitors to Gotland. Cooperation and exchange of experience with other municipalities and authorities will be an important part of the project. Communication in the form of dialogue, both externally and internally, becomes central to obtaining and providing information that drives the project’s activities in the direction that users are asking for. Sustainability aspects are regularly addressed in all activities, ensuring that as many as possible are given the opportunity to participate in and influence societal development. The project is co-funded by Region Gotland, Gotland County Administrative Board and Gotlands Byggmästareförening.
