The main objective of the project is the creation and development of modern electronic public services. The electronisation of new services will contribute to improving the service of citizens, including, in particular, the conduct of business activities by operators in the market for services provided by unmanned aircraft (UAS). The project responds to: 1) the needs of entrepreneurs and citizens operating in a fast-growing market (increase of approx. 48 % per annum) who expect to be able to comply electronically with regulatory obligations (training, registration, obtaining entitlements); 2) the expectations of the services responsible for security and public order in the handling of RPAS operations; 3) new EU regulations obliging Member States to keep registers in the area of electronic systems and provide specific services with the operation of RPAS in digital form, ensuring interoperability and data exchange, including cross-border. The planned services make up a comprehensive solution for the market of RPAS, citizens and entrepreneurs. The need to implement the services in question was clearly confirmed by the demand analysis carried out. The creation and development of electronic public services provided by ULCs and PAŻPs requires the creation and development of the increasing volume of UAV operations. Planned services are thoughtful, connected, two-sided communication between systems and modules is planned. The creation of all these services under the supervision of a single institution ensures that these services will be compatible and comprehensively serving citizens and entrepreneurs, in parallel with a significant increase in the dynamics of the development of the services provided using the use of RPAS and will have a positive impact on the market’s production of technologies supporting citizens and entrepreneurs.
