“Multifunctional center "Art" – Itcani

General objective of the project "Improving the physical, economic and social regeneration of marginalised communities in the Itcani district of Suceava County residence. The project will contribute to the achievement of the specific objective OS 4.3 “Improving the physical, economic and social regeneration of marginalised communities in the municipalities of county residence in Romania”. The Itcani district is located about 5 kilometers northwest of the center of Suceava. The Itcani district is a district of individual houses, it is not industrialised. Most of the old constructions in the railway station, road and other areas have been preserved to date. The architecture of the buildings is a testimony to the fact that Itcani represented in the past a mixed community (Romanians, Germans, Jews, Polons). According to the study conducted among the population to substantiate the Integrated Urban Development Strategy of Suceava, based on the criteria for classifying the city districts, related to housing level, access to public services, degree of modernisation, etc., the Itcani district received the lowest grade, being ranked last in comparison with the other areas of the municipality. The necessity and opportunity of the investment is given on the one hand by the problems and needs identified at the level of the Itcani district, on the other hand by the fact that there is a building in the area that is not used for real value. Analysing the data included in the map presented in the document “Atlas of marginalised urban areas in Romania” it was found that the marginalised urban areas of Suceava indicated in this document refer to very small areas of land. From the analysis of this information as well as from the consultation of the type of questionnaire completed by the local authority and sent to the designers (Ministry/World Bank), it was found that these areas do not in fact cover an area but are only specific delimitations and the carrying out of targeted interventions would have a minimal impact on the population of marginalised urban areas. In this context, and in line with the recommendations mentioned in the Applicant’s Guide – Specific conditions for accessing funds under Priority Axis 4 – Supporting sustainable urban development, Investment Priority 4.3 – Providing support for the physical, economic and social regeneration of disadvantaged communities in urban regions, the identification of marginalised urban areas other than those identified in the Atlas of marginalised urban areas.
