Facilitating access to qualitative early education for the pre-school population in the North-East region, in the context of developing the capacity of early-level educational infrastructure in line with European standards in the field. Detail: In order to stimulate the cognitive, emotional and social development of children, the preschool educational activity always pays attention to the need to adapt to the diverse individual requirements of all children, to their knowledge interests and potential. Thus, based on the needs identified at national level, namely the major shortfall in the infrastructure for pre-school education, where the coverage rate of kindergartens in the North-East region is low compared to the number of children enrolled, there is a need to expand their premises in order to improve access, participation and adequate quality of early childhood education and care. This project aims to develop the educational infrastructure and harmonise the quality of the pre-school educational process to the European standards in force. European quality standards in education aim to ensure the uniformity of the educational process in schools in the European Union, focusing on concepts such as ‘institutional capacity’, ‘educational effectiveness’ and ‘education management’. At the level of Romania, the key problems relate to institutional capacity, especially the material base component, with the proposed project responding to national priorities and realities by building a new long-term kindergarten in order to develop the institutional capacity of the early education system and reduce the educational performance gap. Measures to improve the capacity of the educational infrastructure and logistics in the city of Vicovu de Sus by building and equipping a full-time kindergarten in Bivolăria to provide a modern and attractive framework for the early educational process, are basic elements of the human capital development mechanism from an early age – a strategic factor supporting the growth of economic competitiveness in the medium and long term, with implications for improving living standards in the region. The general objective of the project is in the area of Specific Objective 10.1 "Increasing participation in early education and compulsory education, especially for children at risk of early leaving – Call dedicated to pre-preschool and pre-school education, Priority 10.1 of Priority Axis 10 – Improvement of educational infrastructure, within the Regional Operational Programme 2014-2020, referring to the increase in the participation rate in the education system in pre-school education.
