Improving the energy efficiency of the housing blocks in Tulcea in accordance with the objectives of the Europe 2020 strategy through various thermal rehabilitation measures, thus contributing to increasing the quality of life of citizens, reduced energy consumption, limiting greenhouse gas emissions, increasing/maintaining the employment rate, and developing the local economy.
