The general objective of the project is to reduce carbon emissions in Tulcea Municipality, according to the Sustainable Urban Mobility Plan, including the promotion of urban mobility based on the use of public passenger car transport, clean, improved, and reducing the number of journeys with private car transport. Through the project, the following complementary eligible activities will be implemented through an integrated approach: Horizontal activities: 1.1. Development of SUMP 1.2. Activities to promote the project and to raise awareness of the population Activities in category A Investments aimed at improving urban public passenger transport – Acquisition of electric buses (they will meet accessibility requirements for people with reduced mobility) – Construction of power stations for electric buses, on bus routes. — Construction of a depot related to local public passenger transport (including the related technical infrastructure, administrative offices, parking lots, bus supply stations, washing installation) The aim of this activity is to improve the quality of local public passenger transport. This activity contributes, together with other complementary activities, to improving public transport and reducing CO2-equivalent emissions. — Construction and modernisation of public passenger transport stations (bus) – Creating an integrated travel ticket system (e-ticketing). By carrying out this activity, a larger number of passengers will be attracted to public transport, primarily through the possibility of promoting an integrated pricing policy that ensures easy transfers between modes and routes of local public transport. Activities in category B. Investments for electric and non-motorised transport – Acquisition and installation of recharging points for electric and hybrid electric vehicles These points/recharging stations will be located in the space of the end station – Park&Ride, ensuring permanent and non-discriminatory access to users (“recharging point accessible to the public”) and the location of these recharging points will be properly signaled. This activity stimulates the use of clean cars, being complementary to the other activities of reducing the traffic of cars, especially polluting ones, as well as CO2 equivalent emissions. Activities in category C. Other investments aimed at reducing CO2 emissions in the urban area – Creation/modernisation/extension of traffic management systems, including video monitoring system, as well as other intelligent transport systems (ITS) The location of these systems will mainly aim at giving priority in traffic to public transport means and users of non-motor modes
