Increasing energy efficiency by modernising and expanding public lighting in Navodari

The city of Navodari aims to become a city with energy efficient buildings, with sustainable transport and a competitive economy. The general objective of the project aims to improve the quality of public lighting and optimise the energy consumption in the city of Navodari, by making investments in energy efficiency. The extension of the public lighting system can create the development framework of a modern locality by increasing the safety of traffic, citizens, by increasing comfort and orientation in the field, by increasing the benefits brought by the intensification of human activity outside beyond the darkness. The general goal of the public lighting extension project in Navodari is to streamline the costs of the public lighting service (IP), to improve its impact on the environment and thus to provide quality, aesthetic, modern and efficient public lighting to residents as well as tourists from Navodari city. The new lighting system proposed by this project is implemented on streets that do not have a public lighting system, the operation mode is independent of the existing lighting system – the electricity supply will be made through photovoltaic panels (for 64 streets) and through the LES network (for 4 streets). In conclusion, the designed public lighting system is independent of the existing public lighting system. The proposed financing objective does not aim to modernise an existing public lighting system. The project implements measures to improve the quality of the environment and increase energy efficiency. The creation of the public lighting system must ensure that the requirements and public utility needs of the local community are met, as follows: • improving the quality of public lighting in the city of Navodari; • optimising energy consumption; • ensuring permanence in the operation of public lighting; • achieving an optimal quality/cost ratio for the duration of the cooperation contract and a balance between the risks and benefits assumed by the contract (the structure and level of tariffs applied will reflect the actual cost of the service and will be in accordance with the legal provisions); • the correct and efficient administration of public property and public money; • increasing the degree of civilisation, comfort and quality of life; • increasing the level of individual and collective security within local communities, as well as the safety of road and pedestrian traffic; • supporting and stimulating the economic and social development of the locality; • making use of the architectural and landscape features of the locality through appropriate lighting; • the safe, cost-effective and economically efficient operation and operation of the service infrastructure; • non-discrimination and equality of all consu
