The general objective of the project is to complete and modernise the Navodari House of Culture together with the Extension and Modernisation of the Central Park, in order to improve the quality of life of the city population in general and of vulnerable groups in the locality, in particular (especially young people under 18, elderly people, unemployed persons, people with low education, people with disabilities, people at risk of social exclusion) by creating and equipping a space for cultural and recreative activities that contribute to the involvement of residents in such activities, to satisfy the need for leisure and recreation of the population, and to improve the aspect of the urban public space. The project aims to regenerate the urban area of a central area in the city of Năvodari, which is in an intense state of degradation, by achieving 2 benchmarks for the residents of the city, namely: * 1 House of Culture, which will be an alternative to socialisation and social inclusion, including for vulnerable groups, a way of spending leisure especially for young people, but also meeting the needs of culture, socialisation and entertainment for the elderly, or for people at risk of social exclusion * 1 Central Park, which together with Constantei Street (closed summer traffic) will revitalise the City Center and transform the area into the most important recreation and socialisation space on the territory of Năvodari City; in addition, it will provide a safe and relaxing environment for spending time for children, the elderly or people with disabilities, will contribute to improving the health of the population, will encourage outdoor activities in nature. The project will ensure the preservation of local specifics by improving the conditions for carrying out socio-cultural activities, relaxation and entertainment, including outdoors. The main purpose of the investment is closely related to specific objective 13.1 of the Investment Priority 9b, namely improving the quality of life of the population in small and medium-sized cities in Romania.
