The general objective of the project is to increase the quality of life of the inhabitants of Mangalia, through integrated measures aimed at improving recreational services and improving urban areas. The overall objective of the project is in full correlation with the specific objective of investment priority 9b. Thus, the investments proposed by the project will address all 3 aspects supported by Priority 9b. Physical revitalisation will be an effect of both investments, the construction of the sports club bringing with it a fresh air to the area (currently the area is in a high state of degradation, being dominated by old working blocks and requires an adequate landscape arrangement), while the rehabilitation of Negru Voda street will have a positive effect on all traffic participants, including those who will travel to the recreational sports club. Economic revitalisation will be influenced by the increase in the attractiveness of Mangalia by building the recreational sports club, likely to create economic opportunities in the area (including tourism) and by rehabilitating the road infrastructure, this being a primary condition of economic development. Local or national sports competitions can be organised, attracting an increased number of tourists and athletes who will choose to stay and spend in the area for different products and services. In order to meet an increased demand, the area will become attractive for entrepreneurs, permanent jobs will be created (due to the seasonality of tourism, many jobs are temporary and employ low-skilled staff, hence a low quality of the services offered). Balanced and sustainable economic development leads to increasing the attractiveness of the area and reducing population migration. Social revitalisation is given by offering the possibility of having a quality leisure time for the inhabitants of Mangalia and beyond, taking into account the importance of the city for adjacent rural areas. Sport contributes largely to the preservation and improvement of people’s health and also has a strong role in socialising and integrating, increasing self-esteem and feeling of belonging to the group. Sport is an effective way to reduce the vulnerabilities of categories of people such as children and young people or people with disabilities, contributing beyond improving health and social integration, linking friends, developing their skills to work and team collaboration, learning to respect their teammates and opponents. The integrated nature of the investments is given by the fact that Negru Voda Street, which will be rehabilitated through the project, will serve the recreational sports club, thus there is a relationship of interdependence between the two investment objectives. By this int approach
