The general objective of the proposed project is to increase the accessibility of health services and improve the health status of the population in Prahova County by providing complex outpatient medical services that fall into the category of essential services for the population. Health is a vital economic sector, which is why it is fundamental to be able to ensure the health and well-being of the population. According to the country health profile for Romania published by the European Commission, the Romanian healthcare system is characterised by low funding and inefficient use of public resources, with the lowest expenditure per capita as a share of GDP in the EU. As a result, the quality of health infrastructure is below the level of the other EU Member States, leading to a lack of performing medical equipment as well as poor spatialisation. That is why investment in health, improving health infrastructure needs to be supported and encouraged. In addition to the many important considerations contributing to improving the health of the population, the outpatient conditions in which patients are treated are of major importance in order to ensure the necessary prevention and improvement of the state of health. Currently, hospital care in Romania is mainly based on acute hospital care, which is the most expensive, and which is largely avoidable by improving prevention and non-hospital care. A shift from acute hospital care to the treatment of most outpatients (outpatient day care, outpatient clinics, as well as diagnostic and treatment centres) is one of the main measures defined in the National Health Strategy and is in line with the Country Specific Recommendations on the establishment of sustainable and cost-effective healthcare. There is therefore a need for considerable interest in the rehabilitation and modernisation of buildings for the proper provision of health services. Prahova County Council expressed its interest in the health infrastructure of the county and resorted to the launching of the extension, rehabilitation, modernisation and endowment of the integrated ambulatory of the Ploieşti Gynecology Obstetrics Hospital, given the conditions under which the medical activity is currently carried out: spaces operate in subdimensional parameters, functional circuits do not comply with the regulations in force, partly the facilities are old. Through this project, aspects of energy-efficient and environmentally responsible solutions with low environmental impact, and the creation of appropriate hygiene conditions, will be taken into account in the construction works. In addition, the overall objective of the project contributes both to an increase in the level of working conditions for the person
