The general objective of the investment is to improve the quality of the educational infrastructure of the “P.S. Aurelian” Technological High School in Slatina, Olt County, in order to ensure an educational process at European standards and to increase the participation of the school population in the educational process. The investment aims to decrease the annual primary energy consumption and the estimated annual decrease of greenhouse gas of the analysed building. Simultaneously with these objectives, through the proposed investment, it is expected to increase seismic protection and structural stability and resistance. The objective of thermal rehabilitation is to reduce the specific annual heat consumption for heating of the thermally insulated building. It is desirable to find solutions to decrease total energy consumption. The specific objectives of the project are: structural consolidation and architectural rehabilitation by modernising the building body in which the Technological High School “P.S. Aurelian” works in Slatina, Olt county, including the modernisation of utilities, with the main aim of improving pre-university school activities; Internet connection; creating special facilities for people with disabilities. Within these specific objectives, account shall be taken of: — framing the construction within the appropriate safety limits of the seismic risk from the prescriptions in force. — solving all problems related to fire safety, in accordance with the legal provisions in force; modern solutions and quality materials for solving non-structural degradations; — execution of spaces and components, so as not to endanger the health and hygiene of occupants, following environmental protection. — solving all problems related to safety in operation, in accordance with the legal provisions in force; —ensure the building against noise. — reorganising the functions for carrying out specific activities according to the norms in force; improving the urban aspect of the locality; — reducing the consumption of conventional fuel used in the preparation of the heating agent for heating; — reducing greenhouse gas emissions, with a positive effect on climate change and on Romania’s energy independence; — reducing space heating expenses during the winter period; — reducing air-conditioning costs during the heat period;
