The general objective of the project “The complex of social services for elderly people in Maciuca commune, Maciuca county” is to establish and develop social services for elderly people in the common contributing to the CRESTERING OF THE GRAD OF ACOOPERATION WITH SOCIAL SERVICES FOR older PERSONS. Thus, the general objective of the project responds to the usual SPECIFIC 8.3 of PRIORITY AXI 8 – “Development of health and social infrastructure”, Investment Priority 8.1 “Investments in sanitary and social infrastructure that contribute to development at national, regional and local level, reducing inequalities in health status and promoting social inclusion by improving access to social, cultural and recreational services, as well as the transition from institutional services to services provided by local authorities” which is to increase the coverage of social services for the vulnerable group of older people. Through the general objective, the project “complex of social services for elderly people in Maciuca Commune, Valcea County” contributes to the prevention of institutionalisation of elderly dependants, so that by building the infrastructure without residential component proposed within the project, a complete range of social services needed for elderly people in need, by keeping them at home. The project also contributes to the implementation of the measures of the National Strategy for the Promotion of Active Ageing and the Protection of Elderly Persons 2014-2020, approved by Government Decision No 566/15 July 2015. At both national, regional and local level there has been a relatively low degree of coverage with social services although the need for social services of the population is constantly increasing. As in all European countries, the effects of the economic crisis, the unemployment of young people and people over 45 years old, the economic migration of the population, as well as demographic ageing, have led to new phenomena and social needs, which require active, flexible and rapid measures at national and local level, in order to ensure decent living conditions for citizens and guarantee their fundamental rights. Maintaining social services at a high level of quality is not only a guarantee of a decent living in the community, protection from the adverse effects of the economic crisis; they are also a means by which citizens are supported to become active in the economic and social life of their communities, to overcome situations of difficulty (temporary or long-term) and to actively contribute to collective well-being. Moreover, social services are a more active and effective means of supporting the population in situations of vulnerability or marginalisation, compared to social benefits.
