The general objective is “Increasing energy efficiency in residential buildings, especially those who record high energy consumption”. Most residential buildings that are part of the project are built between 1950 and 1990 and have low thermal properties, having average annual heating requirements between 148.8-218.31 kWh/m². The energy saving potential in the buildings included in the project is more than 40 %, which would constitute significant savings of both conventional fuel and financial savings in the budget of the tenants and the municipality. All the blocks are old, with concrete walls, not thermally insulated, which has consequences both on the thermal comfort of the tenants, throughout the year, and on their health due to the condensation present in most buildings. Energy losses are high, leading to high maintenance costs, especially during winter periods, and a high level of pollution with CO2 emissions. All the dwellings included in the project are privately owned. Given that in Arad the incomes of the population are quite low, thermal rehabilitation of residential buildings will contribute significantly to reducing poverty, by reducing heating costs. In order to achieve the specific and implicit objectives of the general objective, we propose thermal rehabilitation works for the 9 blocks as follows: thermal insulation of exterior walls, thermal insulation of the floor over the basement, thermal insulation of the floor above the top level, replacement of existing exterior windows and doors, with energy performance joinery, installation works, etc. The project will thus meet the general objective of ROP 2014-2020 in terms of improving the living conditions of local and regional communities, rehabilitation of residential buildings ensuring a sustainable development of the local community, thus able to manage the available energy resources efficiently.
