Rehabilitation/modernisation/equipping of compulsory education units (primary and secondary education) in Hunedoara – National College of Informatics “Traian Lalescu” – primary education building + secondary education building

Education and training infrastructure is a key factor in the educational process, which has a direct effect on pupils. In decision-making on investment in education infrastructure, decision-makers face two categories of challenges in the context of the planning and organisation of the school network: location of infrastructure and quality of design of efficient teaching and learning environments. The general objective of the project is to improve the quality of the educational infrastructure of the National College of Informatics “Traian Lalescu” – Primary Education Building + secondary education building, through rehabilitation, modernisation and endowment works in order to: a) Ensuring an educational process to European standards; B) Increases the participation of the population in the educational process; C) Reduction of school dropout and leaving school type. In all regions of Romania, regardless of their level of development, the education infrastructure is poor and needs to be improved in order to provide the schools needed to include pupils in the education system. According to the MEN (2015) inventory, more than 88 % of the education infrastructure requires rehabilitation/modernisation work (a higher percentage being recorded in rural areas 90 %) in order to ensure adequate study conditions. Buildings, classrooms, laboratories and facilities – in a word, educational infrastructure – are vital elements of school learning environments. Research results suggest that high-quality infrastructure leads to improved teaching, pupils’ educational outcomes and reduced drop-out, along with other benefits. For example, a recent study in the UK (The Holistic Impact of Classroom Spaces on Learning in Specific Subjects, Peter Barrett, Fay Davies, Yufan Zhang and Lucinda Barrett, 2016) showed that the environmental and design elements of the school infrastructure together explain 16 % of the variation in primary school progress. This study highlights that the design of the educational infrastructure influences the learning process through three interdependent factors: naturalness (e.g. light, air quality), stimulation (e.g. complexity, colour) and individualisation (e.g. flexibility of learning spaces). The level of education is a key factor in national development, as it largely determines economic activity and productivity as well as labour mobility, creating the long-term prerequisites for a higher standard of living and quality of life. Given negative demographic trends, the educational profile of the population is a prerequisite for smart, sustainable and inclusive growth.
