The general objective of the project is to improve the quality of life of the inhabitants of Beclean and surroundings, by developing qualitative leisure activities especially for people coming from vulnerable groups The beneficiaries of the project are members of the city community and surroundings (beclean city polarisation area) regardless of age or gender, especially people in difficulties with social integration, social risk or other categories of the local community. The city of Beclean, a small town in the North-West development region, faces the same socio-economic problems: population migration to larger urban centres or outside the country, ageing population, reduced economic activity, poor quality of public services and infrastructure. In this context of socio-economic problems vulnerable groups tend to increase their number, their problems to diversify and their quality of life to decrease. In the participatory process of elaborating the development strategy of Beclean City was debated the national, local context, models of social, economic, cultural, educational, recreational, urban development in the European Union. The strategic plan as a result of the participatory process fits into national and regional policies and its implementation is subordinated to a main purpose: increasing the quality of life of the inhabitants and the social inclusion of people from vulnerable groups through the integrated development of the social, economic, educational, cultural, recreational and urban and rural infrastructure in accordance with the Local Development Strategy of the city correlated with the National Strategy on Social Inclusion and Combating Poverty 2015-2020, vulnerable groups from Beclean city are mainly children deprived of parental care or living in poverty, poor people (somers, low-income people, etc.), elderly alone or those in a situation of addiction or those living in poverty, Roma population, people with disabilities, etc. Thus, through the strategic planning process ATU City Beclean became aware that besides the need to solve the basic problems (infrastructure of utilities, education, cleaning) for sustainable development, raising living standards, smart growth, sustainable and inclusive is necessary to offer quality leisure opportunities as a mandatory measure to counter the phenomenon of migration but also for the development of interpersonal relationships, building social skills, developing the capacity of social integration, especially of people from vulnerable groups. The project is aimed at developing a Recreative Center with recreational functions and improving access (infrastructure) to the realised construction.
