“CULTURAL CENTER LIVIU REBREANU”, restoration of land enclosures, exterior fittings, utilities connections and connections, rehabilitation of horses access (Alley of Roses road connecting Large Square) from Beclean City, Bistrita-Nasaud County

The general objective of the project is to improve the quality of life of the inhabitants of the city of Beclean, by increasing the quality of cultural services and the level of participation in cultural actions especially of people coming from vulnerable groups. The beneficiaries of the project are members of the city community regardless of age or gender, especially people with social integration difficulties, social risk or other vulnerable categories of the local community. The main institution that organises and carries out a diverse range of cultural and artistic activities in the city of Beclean is the City House of Culture “Radu Săplăcan” and the Folklore Ensemble “Someș”, which belongs to the City House of Culture. In accordance with the provisions of Government Emergency Order No 118/2006 on the organisation and performance of the activity of cultural establishments, as subsequently amended and supplemented by Law no.143 of 2007 and the Decision of the Beclean City Council, the House of Culture “Radu Săplăcan” acts as a cultural institution under the authority of the City Council of Beclean and the City Hall of Beclean, under its own management and financed by extra-budgetary revenue and allocations from the local budget, chapter: Culture. The building in which cultural activities are carried out has been returned so that the spaces have not been upgraded, repaired, and the existing functionalities no longer correspond to the growing cultural needs. However, the House of Culture “Radu Săplăcan” organises weekly cultural events trying to provide quality cultural services. In order to provide a chance for the culture of Becelean City, it is necessary to build an Real Estate dedicated to the cultural act as it exists up to the commune level in the rural area. The building proposed to be made takes into account the main cultural, artistic and educational offers of Beclean city and will benefit from a stage, a performance hall, intended for cultural-artistic performances, concerts, recitals, public gatherings and other cultural events, a multifunctional room of medium capacity, intended for seminars, conferences, etc., foyer, halls, bathrooms, spaces for organising interactive and societal activities, mediateca type, reading room for technical direction, changing rooms, wardrobe, storage spaces, spaces for administrative activities – offices, technical room for thermal power plant, parking spaces. Also it is necessary to modernise the urban infrastructure for access to the proposed building and to supplement parking places especially for people with disabilities. Thus, through the strategic planning process ATU Oras Beclean became aware that besides the need to solve the basic problems (utilities infrastructure, education, cleaning) for sustainable development, raising living standards, smart growth, sustainable growth
