Rehabilitation, modernisation and endowment of the integrated outpatient at Beclean City Hospital

General objective: Improving the continuous primary medical care and decreasing the share of people with uncovered medical needs especially those coming from rural/marginalised areas, for the population of the integrated outpatients of Beclean City Hospital made up of 13 communes (Braniștea, Nuşeni, Chiochiș, Șintereag, Șieu Odorhei, Uriu, Petru Rareș, Spermezeu, Negrileşti, Căianu Mic, Târlișua, Ciceu Giurgești and Ciceu Mihăiești) and the city of Beclean, about 56000 inhabitants. Through this project we aim to modify and equip 12 outpatient healthcare services in order to improve the health of the population by diagnosing diseases in the early stages and successfully treating milder conditions, preventing their worsening and leading to a decrease in the proportion of people with uncovered medical needs. In order for patients in the city of Beclean and the 13 communes located close to Beclean, not to travel to Bistriţa, the distance between these two cities being 40 km, and the distance between Bistriţa and the 13 communes at the edge of Bistrița-Năsăud county border with Cluj county being much larger, for some localities the distance is also more than 90 km, analysing the prevalence of chronic diseases at the level of the medical unit in Beclean City and access to diversified medical services, offices for outpatient care have been approved since 2008, so that the integrated outpatient structure reached this date of 12 cabinets and a treatment base as follows: — Internal medicine cabinet; — Psychiatry cabinet; — ENT cabinet; — Ophthalmology cabinet; General surgery; — Obstetrics-gynecology cabinet; — Neurology office; — Pediatric cabinet; — Dermatovenerology cabinet; Cabinet B.F.T.; — Gastroenterology cabinet; — Cabinet of diabetes, nutrition and metabolic diseases; — Basis of treatment; It is apparent from the hospital statistics that in the hospital’s specialised outpatients in 2017, there were addressed a number of 18499 patients who required specialised monitoring in medical offices. Of the total of 18499 patients 6061 (32.76 %)patients come from urban areas and 12408 patients (67.24 %) come from rural areas. The integrated outpatient ambulatory of the Beclean hospital provides outpatient care and has in its structure specialised medical offices that correspond to the specialties of departments and compartments with beds, as well as medical offices in other specialties, as appropriate, in order to provide complex medical care. The hospital’s integrated ambulatory is part of the hospital structure, the doctors’ activity is carried out in an integrated system and joint use of the technical plateau, in compliance with the legislation in force for the prevention of nosocomial infections, in order to increase the accessibility of patients to various and complete medical services.
