Improvement of the road infrastructure of regional importance – Transylvania North Regional Trail, Bistrita Road, through the modernisation and rehabilitation of DJ 109 (DN1C intersection – limit county. Salaj) from Km 0+ 000 to Km 31+ 976

The general objective of the project is to increase the accessibility of a special rural area of Cluj County – Bistriței Road – DJ 109, located in the vicinity of the TEN-T network. Through the objective, the project falls under Priority Axis 6, Specific Objective 6.1. of the ROP, in the sense of increasing the accessibility of rural areas located close to the TEN-T network by modernising the county roads. The proposed project "Improving the road infrastructure of regional importance – Transilvania Nord Regional Trail, Bistriţei Road, by upgrading and rehabilitating DJ 109 (DN1C intersection – boundary of jud. Salaj) from Km 0+ 000 to Km 31+ 976" consists of two technical documentation, for 2 road sections, which make up the entire route, as follows: — OPINION DOCUMENT OF INTERVENTITION WORKS – drawn up in 2014 and updated in 2016, according to GD 28/2008, of the investment objective "MODERNISATION AND REABILITATION OF THE JUDETEAN DRUM OF THE JUDET CLUJ DJ 109 crosses-BORSA-Vultureni (km 0+ 000 – km 20+ 786) – COMPLEX FEZABILITY STUDY – elaborated in accordance with Government Decision 28/2008 of the investment objective "Improving road infrastructure of regional importance – Transylvania Nord Regional Trail, Bistrita Road", from which DJ 109 (km 20+ 786 – km 31+ 976) was extracted for this project. As regards the permits required to carry out the works, from km 20+ 786-31+ 976, there are currently all the permits and agreements required to issue the building permit, namely: ISC North-West Agreement, Authorisation Regional Directorate for Roads and Bridges Cluj, Decision of the Classification Stage issued by the Cluj Environmental Protection Agency, and from km 0+ 000-20+ 786 already exists Construction Permit No 76 of 23.03.2017, so that the permits and agreements as well as the planning certificate are expired. The aim of the project is to improve the relevant technical parameters (increase of load, speed, road safety) of the road included in Bistriței Road – DJ 109 (intersection DN1C – boundary jud. Salaj) from km. 0+ 000 per km. 31+ 976. The needs were defined on the basis of the identification of the current problems and malfunctions of the transport infrastructure, then linking them to the needs stemming from the expected economic growth in the coming years. The project aims to: • facilitating access to the region under normal conditions of comfort and security; • reduction of fuel consumption and hence the consumption of pollutants, i.e. reduction of pollutants; • improving local traffic conditions, i.e. ensuring that socio-economic activities in the area are carried out under normal conditions; • facilitating access to historical, cultural or recreational monuments in the area. The resulting economic, tourist and social benefits will increase the attractiveness of the rural areas crossed by stimulating sustainable development at regional level.
