Thermal Rehabilitation, Energy Efficiency and Optimisation of the Rehabilitation and Rehabilitation Center for Adult Persons with Disabilities Dumbraveni – former (Cito) – Dumbrăveni

Project Objectives Overall objective: Supporting energy efficiency, smart energy management and the use of renewable energy in public infrastructure in the City of Dumbrăveni. Our project aims to support energy efficiency, intelligent energy management and renewable energy use in public infrastructures located in the City of Dumbrăveni. By implementing this project, significant benefits will be brought both in terms of energy saving that has a significant financial impact on the owner, as well as from the point of view of environmental protection, through the use of natural resources for energy production. We chose to implement this project because reducing energy consumption and energy efficiency is one of the main objectives of the European Union, and thus one of the objectives at national, regional and county level. At the same time, the directive on the energy performance of buildings – EPBD (2010/31/EU and 2002/91/EC repealed) imposed strict energy performance standards and a number of other requirements for new and existing buildings In order to contribute to these objectives, and to comply with the legislation at European level, there is significant potential for reducing consumption, especially in energy-intensive sectors, including public buildings, especially those with social functions, such as the Center for Empowerment and Rehabilitation for Adults with Dumbrăveni Disabilities. At the same time, the present project foresees measures to reduce total energy consumption through the use of renewable sources. Given that non-renewable energy resources are depleting and for the European Union to reach a 20 % share of energy from renewable energy sources in gross final energy consumption by 2020, binding national targets have been set for each Member State, including Romania, for which the national target is 24 %. Thus, Romania must create a legal framework and mechanisms for directing European funds in the valorisation of renewable energy sources. Moreover, according to European commitments, Romania must improve its energy efficiency by 19 % and reduce greenhouse gas emissions by 20 % by 2020.
