Rehabilitation and modernisation of DJ 141 Medias – Mosna – Pelişor – Bârghiş

GENERAL OBJECTIVE: Stimulating the mobility of people and goods in the Centre Development Region by connecting the road infrastructure of interest in Sibiu county to the TEN-T network. DESCRIERE: The reason for establishing the objectives The connection of regional infrastructure and county roads that will be modernised and rehabilitated with the major TEN-T transport corridors will increase the accessibility of local communities, especially rural, stimulating economic growth by developing business opportunities in the area mentioned and increasing the employment rate of the available labour force in these areas by facilitating commuting to urban agglomerations offering increased opportunities (DJ 141 Medias – Mosna – Pelişor – Bârghiş “tick” in DN 14, which are “sting” with A3). The recession reduced the volume of investment in transport infrastructure, affecting the state of the county roads. Although European funds have been allocated in recent years to modernise the county road network, it remains poorly developed and of poor quality. The share of unmodernised county roads (stone and land) in total county roads remains high: in 2012, 25 % of county roads were unpaved. The competitiveness of territories without access to modernised infrastructure remains weak. The county road sectors providing direct or indirect connectivity with the TEN-T network were inventoried at the level of the regions, taking into account also the socio-economic effects expected by the planned interventions. About 14000 km of the total 23000 km of county roads providing connectivity require modernisation and rehabilitation, and projects prioritised at regional level total about 3200 km. All priority projects are linked to the investments foreseen in the MPGT and the sectors already upgraded in the national strategic transport network. Out of the total of over 35000 km of county roads, only about 9000 km are in good condition, of which about a quarter (2200 km) have been rehabilitated and modernised through the 2007-2013 ROP. The lack of easy access to TEN T corridors and thus to cities and municipalities means that a relevant percentage of the labour force available in rural areas does not have the desired mobility. Ensuring connectivity to the TEN-T corridor will be achieved as follows: — DN 14 (part of the extended trans-European transport network – TEN-T Comprehensive: direct connection in the municipality of Mediaș). The A1 motorway (Autostrada A1 has the starting point in Bucharest and provides the exit to the Hungarian border through the Nadlac border crossing point, crossing Romania from SE to V through the localities of Pitesti, Sibiu, Deva and Arad).
