Stimulating the mobility of people and goods in the Centre region, by connecting the road infrastructure of interest in Sibiu county to the TEN-T network. Connecting regional infrastructures and county roads that will be modernised and rehabilitated with major TEN-T transport corridors will increase the accessibility of local communities, especially rural, stimulating economic growth by developing business opportunities in the area mentioned and increasing the employment rate available in these areas by facilitating commuting to urban agglomerations offering increased opportunities. The recession reduced the volume of investments in transport infrastructure, affecting the state of the county roads. Although in recent years European funds have been allocated for the modernisation of the county road network, it remains poorly developed and of inadequate quality. The share of unmodernised county roads (stone and earth) in the total county roads remains high: in 2012, 25 % of county roads were unpaved. The competitiveness of territories not benefiting from access to upgraded infrastructure remains weak. At the level of the regions, the county road sectors that ensure direct or indirect connectivity with the TEN-T network were inventoried, taking into account the socio-economic effects expected through the planned interventions. About 14000 km of the total 23000 km county roads providing connectivity need modernisation and rehabilitation, and projects prioritised at regional level total about 3200 km. All priority projects are correlated with the investments foreseen in MPGT and the already modernised sectors of the national strategic transport network. Out of the total of over 35000 km county roads, only about 9000 km are in a good condition, of which about a quarter (2200 km) were rehabilitated and modernised through the 2007-2013 ROP. The lack of easy access to TEN T corridors and implicitly to cities and municipalities means that a relevant percentage of the labour force available in rural areas does not have the desired mobility. Four kilometers.
