The sanitary system has underdeveloped/outdated infrastructure and equipment, as well as reduced service coverage capacity. These aspects outline a reduced capacity of the healthcare system to meet the needs of beneficiaries. According to Eurostat data reflected in the Health Strategy, in 2011, the share of unmet medical needs was 11.1 % for the entire Romanian population, compared with 0.4 % in Norway or 7 % in Bulgaria. Moreover, this share also covers significant socio-economic disparities.
