Setting up the Cserehat green zone through the conversion and reuse of the land, respectively the re-functionalisation of the degraded building of the astronomical observatory in Odorheiu Secuiesc, Jud. Harghita

The overall objective of the 2014-2020 ROP is to increase economic competitiveness and improve the living conditions of local and regional communities by developing the business environment, infrastructure conditions and services, ensuring the sustainable development of regions capable of managing resources efficiently, exploiting their potential for innovation and assimilation of technological progress. The objective of the project is closely linked to the overall objective of the ROP 2014-2020. The general objective of the project is to raise the living standards of the inhabitants, by offering new alternatives for leisure for the inhabitants and by offering new alternatives for tourism services, namely improving the urban aspect of the city by rehabilitating and re-evaluating unused and degraded urban spaces, which constitute a wound in the urban landscape of the city. This objective will be achieved by arranging a unique recreation park in its own way, called the “Cserehát Green Zone”, on the abandoned terrain near the degraded buildings of the astronomical observatory. The green zone will serve as a place of recreation for the residents of the Cserehát residential district, but also for all residents of the municipality, i.e. tourists, who visit the city. The proposed investment will abolish the degraded site, consisting of the degraded land and the observatory building and will create a valuable leisure park, with an astronomical, modern, unique observatory in its own way, as a central element of regional attraction. This will improve the urban aspect of the neighbourhood and locality, with the recreational park providing the representative environment for the amateur astronomical observatory, which will be built from local funds. Another objective in the project would be to rehabilitate the astronomical observatory building and to capitalise it for a similar purpose to the original idea (ineligible expenditure, realised by own funds). This proposal is justified by the following: in the public consciousness of local and local residents the building is “Astronomical Observatory”, which means that after the rehabilitation it would be very easy to popularise the location for the inhabitants. Given the fact that within the 100 km radius of Odorheiu Secuiesc there is no astronomical center, no planetarium or public meteorological park, we believe that the establishment of a structure/institution for the above mentioned would have a positive impact on the development of the local and regional environment. The specific objectives listed below form an integral part of the project, being a part or aspect, a possibility to exploit the newly created site.
