The overall objective is to implement energy efficiency measures to reduce CO2 emissions at Chitila level and to improve the quality of urban life. Increasing the energy performance of the residential buildings in Chitila City will be ensured by carrying out some intervention works that will reduce the energy consumption for heating the apartments, in the conditions of ensuring and maintaining the indoor thermal climate, by limiting heat losses to the outdoor environment as well as improving the urban aspect of the locality. In recent years, energy efficiency, mobility and climate aspects are of considerable importance in Chitila City, as confirmed by the elaboration and implementation by the Mayor of Chitila’s Sustainable Energy Action Plan. In terms of share of final energy consumption, Chitila’s commitment is addressed to residential buildings, service buildings, transport, municipal buildings/installations. By carrying out a very well documented assessment of the consumption of these sectors, the Chitila ATU assumes clear measures for each sector and budget allocations for their implementation. In this respect, the reduction of energy consumption as a priority in the buildings and installations sector in the residential area is an assumption of the PED to be achieved through the energy modernisation of the apartments located in blocks of dwellings built before 1990, carried out on the basis of the energy audit of the building. The City Hall, aware that the current state of the tyre, but especially the condition of the facilities related to the buildings, can generate through technical solutions for sustainable energy modernisation, major reductions of CO2 emissions, undertakes to create the necessary framework for the coagulation of their own technical and financial efforts with the owners’ associations, respectively of the tenants to implement the measures to meet the energy efficiency indicators.
