The aim of the project is (a) to standardise the procedures for improving the administrative functioning of the Special Secretariat for Public and Private Partnerships (GSPP) and (b) to support its role in promoting the implementation of projects through PPP, facilitating public bodies in PPP projects and selecting the most appropriate private partnership bodies for PPP projects that have been approved by the Interministerial Committee of Public Partnerships and Private Sectors. Public bodies intending to proceed with a PPP must submit a proposal to the EGPP, which will be accompanied by the necessary information to substantiate the feasibility of its implementation. These figures should give a reliable picture of the project and the funding required for its entire life. For this reason, a detailed technical, financial and legal analysis is required, which is to be reinforced with this project. More specifically, the project includes the provision of consultancy services to the EAGGF on specific topics for infrastructure projects or services to be implemented with PPPs, both during the preparation process and during the tendering and monitoring process. The proposed advisory services will focus in particular on supporting the reform involved in PPPs.The project has a budget of EUR 1,125,772, starting on 10/12/2018 and ending on 30/06/2023.
