The aim of the project is the analysis, design, development, configuration, implementation and implementation of an integrated Human Resources Management System for Public Administration, where political and strategic decisions on human resources will be planned, implemented and monitored and supported the design, implementation and evaluation of the single human resource management policy in Public Administration. The implementation of this system will serve 2 basic needs:(a) The need of the Ministry of Administrative Reconstruction (HPO), as well as of the other Ministries, to have quality human resources in the public administration, in order to serve decision-making and policy making.b) The need for each body to have a human resource management system that will eliminate bureaucratic procedures and save time and cost.The operational areas that will cover the public administration are defined as follows: — Recruitments/Departures/Transformations.- Management of organizational and individual data – Human Resources Register. Staff assessment. Administrative information, staff reports and management support. Training and development.- Register of Institutions – Digital organizational charts (Divisions, forms, procedures). Seat contours. Mobility. The HDAD will be centrally located at the new Data Centre of Public Administration in the premises of the Contracting Authority (Gcloud of the “Information Society SA”) in virtual machines that will be made available for this purpose and will be available remotely to the public administration bodies, who will be designated and will be users of the system. The management and audit of its good operation will be carried out by the Ministry of Defence.The budget of the project amounts to EUR 4,543,314,65, with estimated starting date on 15/10/2018 and implementation duration 50.55 months.
