Monitoring and recording of marine status

According to the provisions of the International Maritime Law (UNCLOS, 1982) the marine area potentially under the jurisdiction of the European Union, as Exclusive Economic Zone (EEZ), is greater than the sum of the land area of Member States (in the case of Greece is fourfold). Therefore, the development future of the Union, whether it be product production or services, lies at sea. However, if the necessary measures are not taken for the sustainable management of the seas, neither the sustainability of investments nor economic competition will be ensured.The Marine Strategy Framework Directive (MFA, 2008/56/EU) aims precisely at taking the necessary measures to ensure “blue growth” in conjunction with the Good Environmental Status (GES) of the Union’s seas. The Union is surrounded by many different seas (Baltic, North Sea, Mediterranean, Black Sea, etc.) with particular environmental characteristics and special legal status (Regional Conventions). With the implementation of the IPT, the Union supports the Regional Conventions (Barcelona Convention in the case of the Mediterranean), by developing actions in which all coastal States may participate. A typical example is the Union’s support for the Ecosystem Approach (ECAP), proposed by the States Parties to the Barcelona Convention. The Barcelona Convention provides for 4 eco-regions in the Mediterranean: 1) Western Mediterranean, 2) Central Mediterranean-Ionian Sea, 3) Adriatic Sea and 4) Aegean Sea-Levantine (East Mediterranean). Each eco-region has different biotic and abiotic characteristics.By this separation, Greece lies between two eco-regions: The Central Mediterranean-Ionian Sea and the Aegean-Levantine. However, the Initial Assessment of the Seas of Greece (Government Gazette B 2939/2.11.2012) provides a more detailed description of the seas of Greece, given that Greece has territorial waters: 1) at the south-eastern edge of the Adriatic (island complex of Othonas), 2) in the Ionian Sea, 3) in the North Aegean, 4) in the Central Aegean, 5) in the South Aegean and 6) at the north-west edge of the Levant (island complex of Kastelorizos). In accordance with the Joint Ministerial Decision (CYA) “Definition of bodies responsible for monitoring the quality of marine waters and determining their obligations” (Government Gazette Β 11/11.1.2017), the competent bodies are designated the Hellenic Centre for Marine Research (HELKETH) and the Hellenic Agricultural Organisation – “Dimitra”/Institute of Fisheries Research (ELGO Demeter-IN) will be the object of the present project, the Hellenic Agricultural Organisation – “Dimitra”/Hellenic Institute for Fishery Research (ELGO) in the area of Greece.
