The act is part of the promoted reform in the field of Primary Health Care. The physical object of the operation is the operation of Local Health Groups (TOMY) in the Region Northern Aegean, consisting of health professionals and other personnel, in accordance with the provisions of article 106 of Law 4461/2017, and the assumption of responsibility by each Department for the provision of holistic, human-centred and high quality health services, free and non-discriminatory. This project introduces for the first time the new structure of Primary Health Care Services, with the operation of the OEM. The TOMY is the basic unit for providing Primary Health Care services (prevention, promotion and health education) to individuals, families and the wider community, including vulnerable social groups and is the core of the National Health System (NHS). The Departments are directly, functionally and scientifically interconnected with the Health Reference Center. The beneficiary of the operation is the NSRF Executive Structure of the Ministry of Health. Owner of the operation, the Ministry of Health and Operating and Maintenance, the 2nd Health Region of Piraeus and the Aegean.
