The project concerns the organisation of the separate collection of biowaste and recyclable waste in the Municipality of Nea Smyrni and is implemented with 4 sub-projects, as follows:- Subproject 1: Develop a separate biowaste collection network and promote home composting. It concerns a) the organisation of a home composting network in the areas of the Municipality of Nea Smyrni with low urban density and/or households that have a garden, with a supply of 480 buckets of household composting, for the service of 1.5 % of households with the aim of diverting 0,5 % vs.v. of biowaste produced and b) the organisation of a separate collection network with the supply of bins and other means of collection for the initial phase of development of the network in order to achieve an initial production target. 41 of Law 4042/2012. A method of separate collection of biowaste in central bins shall be applied and includes the supply of the required collection media and a biowaste collection vehicle. The collected biowaste will be taken to the biowaste treatment plant at the Composting Mechanical Recycling Plant (NPAC) in Upper Liosia, where they will be treated separately for the production of high quality soil improver (compost). Creation of “Green Points”. It concerns the creation of 5 Green Collection Points (Recycling Corners). The collection points are located in public areas, in various neighborhoods and local centres of the Municipality of Nea Smyrni and their main objective is the separate collection of individual streams of recyclable materials as well as the information and environmental awareness of citizens. The Recycling Corners (RGs) will be developed according to Joint Ministerial Decree 18485/2017 as very small-scale waste collection points, with suitable flooring, without fencing or any structures but with a clear outline. In GA, a separate collection of recyclable materials is carried out in suitable containers with appropriate marking. Public access to them is free. Their installation is governed by the provisions of article 44A of Law 4042/2012, as applicable.- Subproject 3: Information and awareness-raising actions. The subproject concerns the information and awareness-raising programme of the Municipality of Nea Smyrni for the sorting program at the source of biowaste and household composting with the aim of enhancing their active participation, which is the basis for the success of the program.- Subproject 4: Services of Counsellor for the organisation and operation of GA and sorting program at the source of biowaste of the Municipality of Nea Smyrni. The purpose of the services of the Counsellor is to support the services of the Municipality during the organisation, initial operation and monitoring of the subproject 2, as well as during the implementation of the domestic composting program and separate collection of biowaste (superproject 1) and monitoring of results.
