The main objective of the project is to promote the achievement of the specific support objective 2.2.1 of the Operational Programme “Growth and Employment” “Ensure the increase in the re-use of public data and effective interaction between the public administration and the private sector” by extending the information system support of the State and Local Government Single Customer Service Centres (hereinafter — VPVKAC) to the customer service process in the VPVKAC, as well as by establishing a platform for the sharing of ICT resources of local governments. The project will address the following problems related to the current situation:•It is not possible for service holders to analyse the quality of services provided by the VPVKAC and plan the NPVKAC as a channel;•The services of local governments are not provided in accordance with the one-stop-shop (hereinafter — VPA) principle;•The local government services are defined in a fragmented manner, it is not possible to identify the extent of the services provided by local governments;•In the related ERDF ICT projects, the integration of VPVKAC IS with the Service Platform and the Local Government Customer Information Management Solutions is envisaged, but the funding provided by the projects does not provide an opportunity to improve VPVC IS in accordance with the growing requirements against the use scenarios of the VCCC; •smaller local governments are unable to organise ICT infrastructure independently in accordance with the needs of the local government in a resource-efficient way;•The ICT security management process of local governments is fragmented, hindering the fulfilment of the requirements of laws and regulations governing security in local governments;•A growing number of institutions working in the VPVKAC network and its users inefficiently increases the costs of maintaining VPVKAC user accounts, reduces the security of the VPVKAC system and increases the risk of unlawful use of personal data and other information.The project is aimed at achieving the following objectives:•Promote the transformation of local government activities towards the provision of services and customer service in accordance with the VPA principle;•improve the accessibility of public administration services to citizens by improving customer service processes at the VPVKAC;•Promote the sharing of local government ICT resources. Within the framework of the project, implementation of the following activities is planned to achieve its objectives:1.Project management and publicity, ensuring the administrative management of the project, managing the achievement of project objectives with available resources and ensuring the execution of project activities and the achievement of the planned results, as well as by placing a temporary information stand and an informative plaque, regularly publishing information about the project on the portal www.ventspils.lv; 2.Development of VPVKAC IS, of which: Improvement of the service application management solution, improvement of the knowledge base, improvement of the communication solution, improvement of the accounting and reporting solution of the provided services, improvement of the VPVKAC IS management solution, development of universal data exchange with external IS solution;3.Establishment of a local ICT resource sharing platform, including purchase and installation of ICT infrastructure resources, development and implementation of management solution for Virtual Server Provision Service, development and implementation of federative authentication solution for local government employees, development and implementation of ICT resource security management solution.Project result rādītāji:1.Institūcijas, which services are provided to the NPVKAC: 2016-2, 2023-5, 2024-102.Institutions that provide their services through VPVKAC IS: 2016-0.2023-5, 2024-10;3.Number of services provided by the NPVC per year: 45 000 in 2016, 300 000 in 2023, 350 000 in 2024;4.Institutions using the Local Government ICT Resource Sharing Platform: 2016-0.2023-10, 2024-2020Project output indicators1.Introduced open centralised platform (Governmental ICT Resource Sharing Platform): 2019-0.2021-1;2.Completed operational processes: 2019-0.2021-7;3.Increase in the use of e-services in improved e-services (SIR) will be accounted for by the values actually achieved.The total cost of implementing the project is EUR 1500000.The project implementation period is 36 months. The project is related to the 2004-2006 ERDF National Programme project “Establishment of the e-Government Base of Local Governments”, within which 10 IT competence centres were set up in municipalities and a framework for quality management of services provided by local government IT specialists was established.
