Modernisation of tax information services at the core of the MAIS

During the ERDF planning period from 2014 to 2020 SRS plans to implement the project “Modernisation of Tax Information Services”, which consists of four sub-projects to be implemented. The first is implemented “Modernisation of Tax Information Services at the MAIS core”, which will ensure achievement of indicators set for the specific support objective of the Operational Programme “Growth and Employment” “Ensuring growth of public data re-use and efficient interaction of public administration and private sector” for event 2.2.1.1 “Development of centralised ICT platforms for public administration, optimisation and development of public administration processes”, improving 13 operational processes (12 SRS and 1 de minimis support accounting), which makes 6.84 % of 17.11.2015. The number of operational processes to be improved within the framework of the measure No. 653 of the Cabinet of Ministers.Implementation of the SID project will allow to improve the efficiency of the work, inter alia, based on the automatic work task flow and the expense of manual work reduction, duplication of responsibilities will be avoided, and process execution time will be reduced, using open dataset publication will facilitate development of information provision services. The changes in the service delivery processes will contribute to the improvement of their quality, which will result in increased user satisfaction with the provided services.The cooperation partner of the SID project within the framework of the FM project will implement the de minimis aid accounting system, which will make it easier for taxpayers to apply for business support within the framework of various support programmes, reducing the consumption of resources of public authorities for the provision of support and reducing the administrative burden for beneficiaries. To promote efficiency of implementation of SRS core activity processes;M2: Modernise SRS e-service implementation processes;M3: Improve the availability of SRS data;M4: Reduce the administrative burden on taxpayers. Within the framework of the project, gradual development of the tax information system MAIS is started, including:• Functional block for registration and accounting of taxable and taxable objects;• Functional structure of tax assessment information and calculation and accounting of tax statements of natural and legal persons;• Functions of production of operational reports;•Management functionality.To achieve the project objectives, the following activities will be carried out and results indicators obtained: 1.Technical project development, as a result of which the description has been developed.2. Development of software development and integration procurement documentation and implementation of procurement, as a result of which the contract has been concluded.3. Development of software security and performance audit procurement documentation and the implementation of procurement, as a result contract was concluded.4.Assessment and development of software documentation of software, including operational processes. 5. Development of software, including integration with the existing SRS IS, resulting in functional set developed in accordance with requirements.5.1. Purchase of bag platform licenses and standard software licenses, as a result of operation acquired set of MAIS platform licenses and standard software licenses.5.2. Improvement of main activity processes by standardising them and basing them on automated work streams and processes, as a result 12 SRS core activity processes have been improved.5.3. Development and publication of generally available data sets, improving the availability of SRS data, resulting in 5 data sets for publication in re-usable data formats.5.4. Improvement of e-services based on changes in main activity processes, newly acquired technical possibilities, as well as current versions of data exchange interfaces between OCMA and LRUR, as a result 30 e-services have been improved.5.5. Lead integration into MAIS, thereby optimising the use and management of IS resources, resulting in a reduction of the number of IS used by 1 systems.6. Data migration, including migration testing, result indicator for migration migration migration of the data set required to run the project.7. SRS data exchange with other state administration institutions IS adaptation and development, as a result of which SRS data exchange interfaces with other state and local government institutions are ensured.8. Testing of the system, including system usability, and interfaces, which will result in the tested set of functionalities being developed.9. Related SRS IS, including EDS, DNA adjustment, resulting in related IS adapted to work with MAIS.10. Training of administrators and users, resulting training of administrators and users.11. Monitoring the implementation of the system and quality control, resulting in a set of opinions and reports.12.
