Specific objective 2.2.1 of the Operational Programme “Growth and Employment” “To ensure increased re-use of public data and efficient interaction between public administration and the private sector” 2.2.1.1. “Development of centralised ICT platforms of public administration, optimisation and development of public administration processes” of the Ministry of Environmental Protection and Regional Development (hereinafter – MoEPRD) project “Data Dissemination and Management Platform (DAGR)” (hereinafter – the project) is aimed at improving information exchange and interoperability in public administration, as well as ensuring data availability with guaranteed access times. The objectives of the project are:1. Ensure a unified and high-speed data dissemination solution (or DAGR solution) that will improve the performance of intensively used data requests. 2. Develop a self-service system for the authorisation of data for the management of data circulation between the data provider and the data importer, which will ensure transparent management of the process of granting and receiving authorisation of the data importer and the data provider and concluding an agreement in the system.3. Establish a single mechanism for auditing data movements. 4. Create a solution that will support the management of the targeted funding, or the MAP platform.5. Improve the spatial development planning information system (hereinafter referred to as TAPIS) in order to use it as an integrated data environment for the development of spatial development planning documents.Project actions:1. Project management, implementing the project activities within the defined budget and time frame, thus ensuring achievement of project objectives and results.2. Development of a high-speed data dissemination solution (DAGR solution). National registers and information systems (hereinafter – IS), connecting to DAGR, will provide a single, centralised, high-performance data processing capability optimised for data dissemination. 3. Development of the target fund use management platform (MAP). A solution will be created that will ensure a full funding management life cycle from submission of the client’s application to approval of the final report and closure of the project, where data between record-keeping and accounting systems are shared and re-used.4. Improvements of the platform and transformation of user support process have been created. The improved development will ensure the improvement of the level of electronicisation of the processes of territorial planning, thus completely abandoning the current manual approach on how to harmonise documentation between interested parties. In addition, user support processes will be improved, thus significantly relieving the administration of day-to-day system maintenance.5. Publicity of the project by implementing mandatory publicity measures, ensuring placement of an informative poster and publication of information on projects on websites.Project implementation will result in result indicators referred to in point 1.6.1 of the project submission: 1. 8 operational processes have been completed/created; 2. 3 platforms have been created or implemented, including two new platforms DAGR and MAP, TAPIS.In addition to the project output indicators, the project will achieve the following indicators:1. A self-service system for data authorisation has been developed. 2. The publicity of the project has been implemented (information posters (3 pcs.), topical information on the project implementation is posted at www.varam.gov.lv, www.pmlp, on websites (3 pcs.) Project implementation will ensure the achievement of the following project result indicators: 1. DAGR connected information resources. 2020-0, until 2026-5, until 2027 8 information resources.2. DAGR data users. 2020-0, until 2026-15, until 2027 — 20 users.3. Agreements entered into in the self-service resolution of data clearance. 2020-0, until 2026-30, until 2027 50 agreements.4. Percentage of users of satisfied data authorisations. 2020-0 %, until 2026-60 %, until 2027 %, 70 %.5. Increased use of awareness of the use of personal data. 2020-0, until 2026-20 %, until 2027 50 %.6. Applications processed by the target fund management platform (MAP). 2020-0, until 2026-1000, until 2027 — 2000 applications.7. Increase in the number of institutions involved in elaboration of spatial development planning documents, which cooperate using the system. 2020-0, until 2026-50 %, until 2027 80 %.8. A decrease in the number of users’ calls has been made. 2020-0, until 2026-50 %, until 2027 — 85 %.The total planned amount of the project is EUR 3205341.22, including the planned amount of support from the European Regional Development Fund is EUR 2724540.04.The project implementation period is 31 month, but not later than until December 31, 2023.
