The project will ensure the mutual coherence of information and communication technologies (ICT) projects co-financed by the European Regional Development Fund (ERDF) during the 2014-2020 programming period, design and implementation of key centralised platforms, as well as promotion of society’s ability and interest to effectively use the developed solutions developed and implemented within the framework of ERDF ICT projects. The objectives of the project are to: 1. Develop relief accounting and administration solution by creating a convenient, easy-to-understand centralised solution for the administration of State and local government relief granted to citizens, merchants and state and local government institutions. Integrate the AVIS into the public administration service portal www.latvija.lv with the aim of obtaining information on the services available to the beneficiary.2. Ensure the mutual coherence of the ERDF ICT projects initiated by the SDGs project from the perspective of the ICT architecture and the performance of the overall indicators of the SDGs, as well as contribute to the implementation of the conceptual architecture of public administration information systems.3. Provide supervision of the implementation of the centralised sharing platform – Data Dissemination Platform, State Information Resources, System and Interoperability Register and Data Publishing Platform designs, as well as monitoring of their application during project implementation.4. ERDF 2014. Improvement of PSPP platform and Virsis solutions according to the requirements and needs of society and public administration, by analysing needs and problems and making necessary changes.5. Develop the capacity and interest of the public to make effective use of the solutions created and implemented by the ERDF within the framework of ICT projects, including by identifying public needs regarding the availability, quality and ease of use of services provided by public authorities, as well as by identifying the relevance of the public authorities’ offer to public expectations and responding to them, organising training, publicity and outreach activities. The project will implement the following key actions: 1.Project management by organising the implementation of project activities within the approved budget and time and contributing to the achievement of project goals and results.2.ICT architecture management, providing MEPRD as State ICT management organisation with methodological, ICT solutions and expertise support, including – developing methodology for management of ICT architecture changes and implementing integrated public service provision and end-user needs monitoring. 3.Development of the Common Information System for Facilities (AVIS) by setting up a platform that ensures precise identification of beneficiaries of benefits and implementation of facilitation instructions and introduces a centralised system for managing the sharing of facilitations.4. Supervision of the author of centralised sharing solutions by carrying out author oversight of implementation of centralised sharing solutions implemented in the PIKTAPS project.5.Development of the Service Provision and Management Platform (PSPP) and the State Information Resources, Systems and Interoperability Information System (Virsis), ensuring the development of solutions.6.Promoting the use of ICT opportunities by implementing training, informative and publicity activities. 7.Publicity of the project by implementing mandatory publicity measures, ensuring placement of an informative poster and publication of information on projects on websites. As a result of the project implementation, the output indicators referred to in point 1.6.1 of the project application will be achieved: 1. 12 operational processes have been completed/created; 2. Established/introduced 2 platforms (Created 1 new platform – Unified Facilities Information System; Improved 1 platform – Service Provision and Management System) In addition to the project output indicators, the following indicators will be achieved as a result of the project implementation:1.The methodology (document) – 1 pcs. 2. Prepared and published study (document) Integrated monitoring of public service provision and needs of end-users – 3 pieces. 3.Developed solution software development author monitoring report (document) – 1 pcs.4. Training, informational and publicity measures implemented – 10 pcs. 5. Publicity of the implemented project (information poster (2 pieces), topical information on project implementation is published on www.varam.gov.lv and websites (2 pcs.)6. 1 Information System – State Information Resources, Systems and Interoperability Information System (Virsis) has been improved.7.
