The main objective of the project “Customer Information Management Solution for Local Governments” (hereinafter – PCI) is to contribute to the achievement of the specific objective of the Operational Programme “Growth and Employment” Specific Support Objective 2.2.1 “To ensure increase of public data re-use and effective interaction between public administration and private sector” (hereinafter – specific objective of support) by promoting interoperability of information and communication technologies (hereinafter – ICT) solutions used in municipalities.Problems to be addressed:P1: The introduction of an official e-mail address imposes a significant burden on municipalities and their institutionsP2: Most municipalities are not ready to fulfil the requirements of the Law on Public Administration System regarding the provision and management of public administration servicesP3: Local governments have insufficient level of electronicisation of services and centralised connection with state information systems and registers P4 can be improved: The planned improvement of national systems in European Regional Development Fund (hereinafter – ERDF) ICT projects requires significant changes to local government systems, which cannot be fully covered within the framework of projects.The project has the following objectives:M1: Effective provision and management requirements of the e-address usage and service provision and management requirements stipulated in the Law on Public Administration System (hereinafter – VPIL), as well as integration of municipal solutions with other systems to be developed within the framework of the specific aid objective (hereinafter referred to as SAM) 2.2.1;M2: Improvement of municipal service provision and management processes and provision of information technology (hereinafter – IT) solution;M3: Development of municipal e-services;M4: Improvement of internal interoperability of municipal solutions.Working towards the project objectives:1.Development of reference architectures and integration standards for self-governments;2.Development and implementation of PKIP platform, including: Development of the PKIP platform, implementation of the PKIP platform in the Riga City Council (hereinafter referred to as RD), implementation of PKIP platform in partner municipalities;3. development and implementation of a unified municipal IS integration solution, including: Development of integration solution, integration of the PKIP platform with the secure electronic delivery platform (hereinafter – DEPP), Service provision and management platform (hereinafter – PSPP), integration of other local government IS;4.Development of e-services of municipalities, including development and accommodation of municipal e-services www.latvija.lv, implementation of municipal e-services in partner municipalities;5. Project management and mandatory publicity of the project.Project Outcome Indicators:Project Improved Processes (until end of 2021-13);A central platform has been created within the project (until end of 2021-1).Other indicators will be achieved as a result of the project.Project result indicators:•The number of municipalities using the PKIP platform service module (2018-0 %; 2023-10; 2024-25);•Number of municipalities using the ICIP platform information module (2018-0); 2023-1; 2024-1);•Number of completed cases of e-services provided by Municipalities (2018-138); 2023 202 303; 2024-252 148);•Number of municipal institutions using integration components (2018-0; 2023-50; In 2024-100.The total planned amount of the project is EUR 4 493 004.99, of which EUR 3 819 054.24 is ERDF funding (85 %), EUR 539 160.60 municipal funding (12 %) and EUR 134,15 state budget grant to local governments (3 %). The project is planned to be implemented within 36 months from the conclusion of the contract or agreement on project implementation.
