The mission or mission of the project is to ensure wider availability of Latvian cultural heritage to the public in the digital environment and its sustainable preservation by implementing the digitisation of cultural heritage and developing a centralised open information system platform, thus continuing the activities of the 1st round of the project. The project defines five actions: 1) improvement of operational processes including audit of digitisation, digital content management, preservation and distribution processes, 2) digitisation of cultural heritage, 3) development of integrated platform for cultural heritage of Latvia – 2nd stage, including improvement and development of digital content management, preservation and distribution systems, unified content distribution system development, as well as the 2nd round of copyright and content licensing system, 4) development of the unified ICT infrastructure, including the creation of cinema and photo-negative digitalisation infrastructure, 5) project management. Digitised 976 000 pages of text materials, 150 000 items of images, 350 000 minutes of audio and video material, 660 minutes of cinema material, 50 000 museum objects, as well as the digitisation of 30 cultural monuments 3D, fixation of 30 cultural events and 15 intangible cultural heritage units. As a result of the project, 4 services for different target audiences, including 3 e-services, will be developed in accordance with the audit and improvement of the operational processes. The project will further develop the management and preservation system of digital objects, develop copyright management and content licensing systems in Stage 2, introduce cinema and photo-negative digitisation infrastructure, as well as publish 10 open datasets and develop an integrated centralised open information system platform 2nd Stage 3.3 years after the end of the project implementation (in 2025) the project results will be achieved as follows: 1) 1 300 000 objects have been placed in the unified digital object management system (DOM) and 2) no fewer than 6 institutions will use the essential architectural element – the integrated platform of Latvian cultural heritage. The project will provide generally accessible information for re-use free of charge, publicly and in unlimited form, making this information available according to an open standard, open format and machine-readable form together with metadata.The total cost is EUR 3899817.69, of which EUR 3314845.04 (85 %) is financed by the European Regional Development Fund (ERDF). Not less than 50 % of the eligible costs of the project are costs for digitisation of cultural heritage content.The duration of the project – 36 months.The project will be developed and used in the previous planning period of ERDF funded projects “Creation of the Digital Library – Stage 2”, “Development of Digital Library Services”, “Development of Digital Library Services”, “Provision of the Unified State Archive Information System” and “Economic Information System of National Museums”, “Development of National Museum Collection (NMKKK), Phase 2”, “Cultural and Audiovisual Institutions” unified information system. The digitalisation of content will include the digital content stored in the National Library of Latvia (LNB), the National Archives of Latvia (LNA), National Heritage Administration (NCMP), museums and other cultural institutions. The system of digital object management (DOM) of the National Library of Latvia will be further developed, etc.The project activities directly continue the project “Digitalisation of content of cultural heritage (1st stage)” (henceforward – 1st round project) and achievement of its objectives. The activities to be carried out in both phases of the project, the results to be achieved and the output indicators are strictly separated in order to avoid overlaps. Continuing the digitisation of cultural heritage, will increase socio-economic benefits for a number of groups in society and create financial savings in the state budget. Expanding opportunities for the public to become acquainted with cultural heritage in digital form, the time of customer service in relation to issuing materials (books, archives etc.) to customers will continue to decrease. When using digital content on the Internet, i.e. without visiting cultural heritage institutions in person, the administrative burden is significantly reduced, as customers’ time and financial resources are reduced. Digital cultural heritage, similar to open data, is a source of business ideas for merchants, which in the future may lead to the creation of new commercial products in the Latvian market, in the European and global market.
