Digitisation of cultural heritage content (1st stage)

The mission or mission of the project is to ensure wide availability of Latvian cultural heritage to the public in the digital environment, which serves as a basis for strengthening national identity, development of culture, science, knowledge society and creative industries, and to ensure sustainable long-term preservation of the national cultural heritage in digital form, opportunities for re-use in new products and services, as well as integration into a single digital European and global cultural space.The project defines six actions: 1) preparation of the documentation supporting the project, 2) development and improvement of operational processes, including the development of digitisation, digital content management, preservation and distribution processes, development of conception and implementation plan of competence centres and resolution of copyright issues, 3) digitisation of cultural heritage, including recording of developments, 4) Development of the integrated platform of Latvian cultural heritage, 1st stage, including improvement and development of digital content management, preservation and distribution systems, as well as the development of a 1st round of copyright and content licensing systems, 5) development of a unified ICT infrastructure including the equipping of cultural centres with a video content distribution infrastructure). The following project output indicators will be achieved up to and including 2021 in the implementation of the project activities: 15 (fifteen) operational processes have been improved and 1 (one) integrated centralised open information system platform of Latvia’s cultural heritage has been developed. The project will achieve the following result indicators: Digitalised text materials of 3 075 000 pages, descriptions of various images and cultural values of 117 000 units, including maps, photographs, measurements of cultural monuments and case descriptions, 223 000 minutes of audio material, 245 000 minutes of video material, 37 500 minutes of cinema material, 70 000 museum objects, as well as small digitisation of 3D cultural monuments (10 units), cultural events (50 units) and intangible cultural heritage (15 units), and 50 % of the digitised material in the project will be available on a single platform. As a result of the project, 4 services for different target audiences, including 3 e services, will be developed in accordance with the planned process improvement. The project will further develop the system for the management and preservation of digital objects, develop copyright management and content licensing systems in Stage 1, equip 29 regional cultural centres with a video content distribution infrastructure, create a competence centre for 1 content management and 1 content distribution, as well as publish a number of open data sets, including related open data sets, and develop an integrated centralised open information platform in Stage 1.The project will be free of charge, public and unlimited re-use of data, including related open datasets, and develops an integrated centralised open information platform in Stage 1. Not less than 50 % of the eligible costs of the project are costs for digitisation of cultural heritage content.Project duration – 48 months. The results of the projects “Creation of Digital Library – 2nd Stage”, “Development of Digital Library Services”, “Programme of Development and Implementation of the Unified State Archive Information System” and “Provision of Latvian Audiovisual Materials in E-environment” will be developed and used during the previous planning period. The digitisation of content will complement the digital content accumulated in the National Library of Latvia (LNB), the National Archives of Latvia (LNA) and other cultural institutions. In addition to existing types of material, raw materials will be digitised so far. The Digital Object Management (DOM) system of the National Library of Latvia will be further developed, etc. The project’s utility and contribution to the indicators of the SAM result will be further developed. As the digitisation of cultural heritage continues, the socio-economic benefits for a number of groups will increase and financial savings for the public budget. Expanding opportunities for the public to become acquainted with cultural heritage in digital form, the time of customer service in relation to issuing materials (books, archives etc.) to customers will continue to decrease. When using digital content on the Internet, i.e. without visiting cultural heritage institutions in person, the administrative burden is significantly reduced, as customers’ time and financial resources are reduced. Digital cultural heritage, similar to open data, is a source of business ideas for merchants, which in the future may lead to the creation of new commercial products both in the Latvian market, in Europe and in Europe.
