Development and validation of a methodology for the transformation of public services

The aim of the project shall be: Develop and validate a methodology for transforming public service delivery processes, ensure faster and more efficient delivery of public services, reducing costs and administrative burdens for public administration and creating the conditions for a faster development of the digitalisation of services. It is planned to change the basic principles of public administration processes, analysis and transformation in order to increase the availability of public services faster and more efficiently, reduce public administration costs and administrative burdens, and create the environment for the development of efficient services digitisation. Main project activities: Development and approbation of methodology and related guidelines and manual in the context of the process of re-Engeneering in five institutions of different sizes whose services (business processes) have a significant impact, including in the context of increasing the country’s competitive environment, the World Bank (PB) Doing Business Rating, DESI Index, EC Latvia’s Competitiveness Progress Report – Reduction of Administrative Burden, etc.) It will be institutions that, for example, provide services in the areas of local government, social security and social security. In order to successfully increase the efficiency of public administration and extend the range of public services available to citizens and merchants, as well as improve their quality, it is planned to evaluate the formats of service provision (place, time, type), as well as the efficiency of the existing business processes of the involved institutions (cooperation partners of the project), including the possibilities of their transformation into digital format. For these types of evaluations and successful reassessment of processes, there is currently a lack of methodological basis, sufficient analysis and knowledge. The project’s planned total eligible funding is EUR 400000, including the European Social Fund (hereinafter – ESF) funding EUR 340000 and the state budget funding – EUR 60000. It is expected that by developing and approving the methodology for transforming public service delivery processes and by introducing it to a wide range of public administration institutions, it is expected that in the future, the availability, efficiency and efficiency of public services would be increased by improving institutional cooperation and customer service, which would reduce the time and resources that small and medium-sized enterprises should devote to cooperation with or from public administration institutions. In this way, more attention and resource can be devoted to the company’s core business and its growth. The methodology will allow the identification of the existing core activity processes and their transformation, the “advice first” principle and the principle of digitisation will be followed in the process of service transformation (primarily from the point of view of citizens and entrepreneurs, carrying out five pilot projects (various levels of complexity and integrity services, analysing in depth the context of the use of the particular services directly from the perspective of the end user/resident/comerist and re-planning the service process accordingly). In addition, the methodology will promote a faster development of the digitalisation of services, as it will apply not only to existing services, but also when planning and establishing new services, including e-services, the availability of which would be provided remotely, thus reducing the administrative burden and the resources consumed, which the merchant is forced to devote to receiving the service in person and filling out various applications and reports in paper format. Knowledge about the application of the methodology and its sustainability will be ensured by the development of a training module by the School of Public Administration and including it in the range of training courses offered to public administration institutions.
