Energy Efficiency Improvement Measures for Vocational Education Competence Centre “Riga State Technical School” for the training block building, Noliktavas iela 2, Riga

The aim of the project is to increase the energy efficiency of the Vocational Education Competence Centre “Riga State Technical School” training block building at Noliktavas iela 2, Riga, ensuring improvement of the thermal performance of the building facades, reducing heat losses of the building through delimiting structures, carrying out full reconstruction of the heating system, increasing the longevity of the building’s supporting structures and the life of the building, at the same time improving the visual appearance of the building. The activities planned within the framework of the project are directly aimed at the fulfilment of this objective by renovating the uninsulated facades of the building in accordance with the elaborated project, the energy certificate of the building and the technical inspection of the building. The project is being implemented in accordance with RVT Development and Investment Strategy 2015. The year 2020. In order to ensure achievement of the specific objective defined by the Cabinet of Ministers Regulations No 534 of 9 August 2016 "Regulations for the Implementation of the First Project Application Series of the Operational Programme "Growth and Employment" Specific Support Objective 4.2.1 "Promoting energy efficiency improvement in public buildings" 4.2.1.2 "Promoting energy efficiency improvement in public buildings" the SICC "RVT" plans to carry out the following construction works: 1. insulation of walls of the building with heat insulation of 200 mm thickness;Cap 2 wall insulation with heat insulation of 150 mm thickness;3. insulation under ground walls with heat insulation of 150 mm thickness;4. attic cover insulation with heat insulation of 300 mm thickness; 5. Replacement of old windows against new PVC window blocks, insulated with 30 mm thickness of all window openings; .6 replacement of old exterior doors against new aluminium door blocks by insulating all door openings with a thickness of 30 mm and creating wind traps; 7. Reconstruction of the heating system by installing new radiators and thermal regulators; 8. Construction of a heating unit with plate heat exchanger. The location of the project – Riga (Riga planning region). Project implementation duration – from July 2018 to January 2021 (31 month in total). Activities related to preparation of the project application started in December 2017. Total cost of the project – EUR 480 566.00, including European Regional Development Fund funding – EUR 408 481.10 and state budget co-financing – EUR 72 084.90. Based on the activities envisaged in the project, the implementation of the project will ensure improvement of the energy efficiency of the training block building SPC “RVT” by ensuring improvement of the thermal performance of the building facades, reducing the heat losses of the building through its delimiting structures, increasing the longevity of the building’s supporting structures and the life of the building while improving the visual appearance of the building. The implementation of the project will ensure that the following results will be achieved: 1) Heat energy savings after project implementation will be no less than 30 % of the annual thermal energy consumption calculated in the energy certificate of the building prior to implementation of the project; 2) the heat consumption for heating after implementation of the project, on the basis of the calculations made in the energy certificate of the building and for the works envisaged in the technical design documentation, will not exceed 90 kWh/m² per year; 3. reduction in annual primary energy consumption: 187,41 MWh/year; 4) Estimated greenhouse gas reduction of 38.06 tonnes of CO2 equivalent per year.
