Implementation of Energy Efficiency Improvement Measures Vocational Education Competence Centre “Riga State Technical School” for the training block building Kronvalda bulvāris 1A, Riga

The aim of the project is to increase the energy efficiency of the vocational education competence centre “Riga State Technical School” on Kronvalda Boulevard 1A, Riga by improving the thermal performance of the facades, reducing heat losses of the building through delimiting structures, carrying out full reconstruction of the heating system, increasing the longevity of the building’s supporting structures and the life of the building, at the same time improving the visual appearance of the building. The activities planned within the framework of the project are directly aimed at the fulfilment of this objective by renovating the uninsulated facades of the building in accordance with the project, the energy certificate of the building and the technical survey opinion of the building. In order to ensure achievement of the specific objective defined by the Cabinet of Ministers Regulations No.534 of 9 August 2016 "Regulations for the Selection of the First Project Application of the Operational Programme "Growth and Employment" 4.2.1. "To promote energy efficiency improvement in state and residential buildings" the PICC "RVT" plans to carry out the following construction works:1. building walls insulation with insulation of 170 mm thickness. The above work will result in a reduction of thermal energy consumption by 23.84 %;2. insulation of roof covering panels with heat insulation of 300 mm thick heat insulating units by installing a new roofing. When performing the above work, energy certification will reduce heat consumption by 2.23 %;3. change of old windows against new PVC window blocks by insulating all window openings with thermal wool insulation of 30 mm thickness. In performing the above work, energy certification will reduce heat consumption by 17.89 %;4. change of old external doors against new aluminium door blocks, insulating all door apertures with thermal wool insulation of 30 mm thickness. The above work will result in a reduction of heat consumption by 0.58 %, according to the energy certificate5. Reconstruction of the heating system by installing new radiators and thermal regulators;6. Construction of a heating unit with plate heat exchanger.7. Project implementation site – Riga (Riga planning region).The project implementation duration – from December 2017 to February 2019 (14 months in total). Project total costs – EUR 713 095.61, including European Regional Development Fund funding – EUR 606 131.27 and state budget co-financing – EUR 106 964.34. Based on the activities envisaged in the project, the implementation of the project will ensure the improvement of energy efficiency of the training block building PIKC “RVT” by ensuring improvement of the thermal performance of the building facades, reducing the heat losses of the building through its delimiting structures, increasing the durability of the building’s supporting structures and the life of the building, while improving the visual appearance of the building.The implementation of the project will ensure that the following results will be achieved: 1) Heat energy savings after project implementation will be no less than 30 % of the annual thermal energy consumption calculated in the energy certificate of the building prior to implementation of the project; 2) Heat energy consumption for heating after project implementation, on the basis of the calculations made in the energy certificate of the building and the works envisaged in the technical design documentation will not exceed 90 kWh/m² per year;3) reduction of primary energy annual consumption – 511,24 MWh/year;4) Estimated greenhouse gas reduction – 103,82 CO2 equivalent tons/year.
