According to Cabinet of Ministers (hereinafter referred to as Cabinet of Ministers) order No.58 from 19.02. “On the concept of improvement of the public service system”, Liepaja City Council decided on July 9, 2015 by decision No. 313 to establish a unified customer service centre in the building in Peldu street 5, Liepaja, which will be accessible to all residents of Liepaja. The specific aid target group therefore corresponds to 08.03.2016. The aim of the project “Increasing energy efficiency in the Liepaja City Council building at 5 Peldu Street, Liepaja” (hereinafter – the Project) is to increase the energy efficiency of the building by reducing the costs of the building, to increase the thermal technical characteristics of the building, including window and door changes, to install recuperating ventilation system with automatic control of ventilation intensity, to increase heating system for building maintenance, to increase thermal technical properties for building envelope structures, including window and door change, to install recuperator ventilation system with automatic control of ventilation intensity, heating system conversion to daylight of other lighting. According to the technical survey opinion (SIA “LVCT”, from 23.02.2017), which is attached to the technical project in order to comply with the construction norm of Latvia, to ensure the sustainability of the building, it is necessary to build new rigidity walls and strengthen the foundations of the building in separate locations. Without these works, it is not possible to carry out the energy efficiency measures planned in the project. Together with renovation of the façade, it is planned to arrange the territory adjacent to the building, including the installation of an electric car charging point for 2 cars and 4 specially marked parking places for disabled persons next to the entrance to the building. For access to the environment, there is a pandock at the entrances, an elevator and toilets on each floor for wheelchair users. The project also provides for installation of pictograms on the door and construction of WC calling system for disabled people.In 2018 a technical project (SIA “Architects office KRASTS”) was developed. The implementation of the project is planned in 4 stages, of which:1.In the frame of the bare construction of all building structures and insulation of building envelopes, construction of 1, 2 and technical (6) floors, construction of lifts and main engineering communications and territory improvement; 2.In the yard, the 3rd floor construction,3.Kārta 4 floor construction,4.The first 2 stages will be realised within the framework of this project. The project implementation period is 16 months (starting from 2019. Quarter IV until Q 2021. In August 2018 a construction supervision tender was announced, which has been concluded (winner SIA “BaltLine Globe”). 27.11.2018. The construction competition has been announced. Provided that the results of the tender can be challenged, it is expected that the works contract will be possible to be concluded in June 2019. Planned Project Costs (including VAT): Total costs of construction works according to the estimate received in the construction competition for the 1st and 2nd rounds is EUR 5453366,61. The costs of construction supervision according to the procurement are EUR 20570,00. The costs of supervision are included in the technical project proposal and, given that they have been calculated for all the project rounds, are proportionally distributed according to the designer’s checkpoint and amount to EUR 2970,07. Eligible costs EUR 2780234,78, including: European Regional Development Fund funding (hereinafter ERDF) EUR 2000520,68, state budget grant EUR 194894,46 and local government’s eligible expenditure part EUR 584819,64. The ineligible costs, which are covered by the municipality, are EUR 2685081,48, author supervision EUR 1462.37 and construction supervision EUR 10128,05, which (author supervision, construction supervision) are apportioned according to the division of the amount of construction works.It is planned that after the full implementation of the project, according to the project results approved by the Regional Development Coordination Council, the average heat consumption for heating will not exceed 80.00 kWh/m²/year, the reduction of primary energy will reach 904 731.00 kwh/year and the calculated energy efficiency of the project will not exceed 80.00 kWh/m²/year for heating, the reduction of primary energy will reach 904 731.00 kwh/year and the calculated energy efficiency of the building will be calculated as the energy equivalent in 243.00. The project does not provide for the installation of local production equipment for renewable energy resources.
