ESTABLISHMENT OF REZEKNE RECREATION CENTRE FOR TOURISM DEVELOPMENT

The aim of the project is revitalisation of territories by regenerating degraded areas of Rezekne city, ensuring environmentally friendly and environmental sustainability-friendly territorial growth and creation of new jobs. Reconstruction of the section of Brivibas street over a length of 190 m by rebuilding of road surface, paving, rainwater drainage system, lighting replacement, construction of new water mains and household sewer branches to degraded territory. Transfer of cables of AS “Sadales tīkls”. 2. Construction of car parks and access roads, improvement of the territory. Two connections to Brivibas Street are provided for the development of car parks and access roads. Total number of parking places in the parking lot – 58, of which three are disabled and one for operational transport. A rain sewer collector, new paved walkways with certain environmental accessibility requirements and lighting will be built. Greening and greening – trees and shrubs – are foreseen for positive environmental impact. 3. Construction of heating networks. A new heat network branch to the recreation centre building will be built, as well as an outdated heat track stage in the degraded area of the project will be rebuilt. Partner – AS “Rezekne Heat Networks”. 4. Construction of water supply and domestic sewerage networks. In order to ensure the supply of water for household and fire-fighting needs a new water supply and household sewerage will be built. Wastewater is to be discharged into sewerage with connection to the sewerage of an existing farm in Brivibas street. Partner – SIA “Rēzeknes ūdens”. 5. Construction of the recreation complex building. The building has been designed on 3 floors and will be suitable for water relaxation center. The building, with an area of 3076 m², will be rented to a merchant, who will be chosen by tender.The building infrastructure is designed to be generally usable for any capital company operating in the field, taking into account the planned functional purpose of the building. A substation with a capacity of 771 kW is foreseen for electricity generation in the regenerated degraded area. After construction, the substation remains owned by AS “Sadales tīkls”.The project’s planned activities will result in at least 35 new jobs, attracted non-financial investments of at least EUR 5028014.00, the area of degraded territory will be reduced by 2.12 ha. The total expenditure of the project is EUR 8044430,38, of which the total eligible expenditure is EUR 7181301,63. 100 % of the eligible expenditure up to a maximum of EUR 7181301,63 of which: Funding from the European Regional Development Fund: 70,02 % of eligible expenditure, not exceeding EUR 5028013,66, State budget grant to municipalities: 3,71 % of eligible expenditure up to a maximum of EUR 266 188,96 Local Government funding: 23,19 % of eligible expenditure up to a maximum of EUR 1 665 354,06Private eligible costs: 3,09 % of eligible expenditure up to a maximum of EUR 221744,95. Total ineligible expenditure of the project: EUR 863128,75 to be financed by the municipality. The project is planned to start in the 3rd quarter of 2020, to be implemented by the end of the 4th quarter of 2022.
